defense forces, military justice, and the police. we must work to develop a more professional forces that respect human rights and protect territorial integrity in population. the defense department has provided training to the congolese military, including training of a light infantry battalion in 2010. sexual and gender based violence prevention and training were incorporated in every aspect of this effort. in addition to the ongoing training, the defense department's as included logistics, exercise participation, basic military intelligence training, humanitarian assistance and he military action. moving forward, the defense department stands ready to work with our colleagues to determine the best way ahead including providing additional infantry training. the scale of need is significant. to date we have trained one battalion with 500 soldiers and military in numbers of approximately 150,000. the capacity for assistance is limited. the congolese defense ministry has been slow to respond to our request for a corporate training and information necessary for congressionally mandated

on the senate banking committee. >>> he hasn't been nominated as defense secretary yet, but former senator chuck hagel is getting some heat. hagel apologized for comments he made years ago that even heinse. let's bring in barbara starr at the pentagon for more on this potential chuck hagel nomination. we don't know if he'll be nominated yet. barbara, what are the attacks against hagel? >> classic washington trial balloon. the nomination isn't out, nomination hasn't been made, but the pins are sticking in that trial balloon. first, senator hagel apologized for comments he made back around 1997, 1998 when there was a man who was openly gay about to become an ambassador, hagel opposed all of that, made some comments about gay people. now he says all these years later he regrets it, it is not what he believes. and by all accounts members of those who represent pro gay rights movements in washington have accepted senator hagel's apology on that. item number two, a lot of questions about whether hagel is tough enough on iran. did he cast some votes in the senate that did not support sanctions against

medicare/medicaid, social security and defense. you have to cut almost everything else to zero to get close to balance or to make a big difference. so i think in today's world, given that those entitlements, even if you reform them and cut back back will increase as people like us eventually retire. it seems to me that sizing the government for something around 22 or so is probably doable. but not easy to get to. because you still have to have major cuts and major long titlement reform to get there. >> you see one of the major ceo guys, and i'm not going to quote which one, said yesterday looking for premiums on insurance to double because of obama care. and he said -- he made it very clear. he said we're going to cover 30 million people that aren't covered right now and it has to be paid for. irchbls's premiums are going to double. that they didn't tell us. >> that the costs would be up slightly. >> also, that's 30 million, 10% of the population. >> and that he they gave numbers to the cbo that said we were going to cut the deficit. and, in fact, it was a new entitlement that now is going

to come out. why? and what steps is the department taking, the defense department, taking now over this? >> reporter: well, it took this couple actually weeks to get access to the videotapes that they then saw showing their young child being abused by the day care workers bad enough. the army said they had to wait because there was a criminal case pending. but, look, these parents wanted the -- all the parents wanted the full information about what had happened to their children. i have now spoken to at least half a dozen parents who had children at this day care facility. you hear the same thing from them, that the army initially just simply didn't react fast enough. didn't tell them the full information about what was going on. it took several weeks. now the army does have a full investigation under way and as you pointed out, it has all led to president obama picking up the phone, calling the pentagon and saying, what on earth is going on. >> barbara starr, thank you very much. >>> you can watch barbara's entire report tonight on erin burnett out front 7:00 p.m. eastern here on cnn.
